Do we actually know how many have never owned property?  If so, what  is that 
number, and, how did we learn it?  We could make first time  ownership a 
separate item to consider via the point system.  I agree that  this should hold a 
considerable amount of weight.  We would  not disqualify others if this is the 
method of differentiation we  use.
